  • The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
  • Provides far-reaching technical assistance and direct support to RIO and/or Operational Units management staff on a variety of matters relating to the application of planning systems and management programs to meet mission requirements.
  • Conducts data queries, analysis, and reporting for internal RIO programs as well as adjudicative initiatives, staffing, and other operational needs.
  • Acts independently in the planning and execution of a variety of projects and makes decisions requiring technical expertise.
  • Leads collective studies with field offices or specified task forces, provides assessment of results and findings to management for further deliberation strategically.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Probationary Period: You may be required to serve a probationary period of 1 year.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 08/05/2024.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 08/05/2024.


GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

  • Contributes to team studies which support leadership to secure and advocate on resources or modify new operational requirements.
  • Provides administrative and technical assistance to dynamic projects/reviews designed to analyze anticipated and potential problem areas and to provides recommendations for changes or development of new policy and processes.
  • Research information and develops new approaches for senior specialist's review and application to program evaluation which serve as precedents for others

OR

  • EDUCATION: You may substitute a Master's degree or 2 full years of graduate education leading to such a degree in any field or a J.D. or L.L.B. degree for experience required at the GS-9 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.

GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

  • Plans and conducts cross divisional studies, personally or through team members, provides guidance to managers, and develops and evaluates internal team policies.
  • Serves as consultant to higher-level specialists and senior management officials regarding detailed plan of action aimed to achieve organizational objectives.
  • Provides on-going analysis in support of future program objectives and improvements.
    Applies analytical management principles and techniques by creating reports to assist leadership with decision making and process improvements.

OR

  • EDUCATION: You may substitute a doctoral degree (PhD or equivalent degree) or three full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M., if related, for experience at the GS-11grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.

GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

  • Contributes to team studies and complex reporting request involving nuanced data upon which results support leadership to secure and advocate on resources or modify new operational requirements.
  • Makes significant contributions to the decision-making process on operating programs and the interrelationships among the programs.
  • Applies advanced analytical management principles and techniques as they relate to long range planning of programs and
    objectives.
